Hello
I bought the game (via eBay) but the upload does not work properly.
Does anyone know what to do?

thats strange - I bought a brand new sealed copy in 2002 and it only had one disc. Thats how its always been i believe.

Correct, there is only one disk. Highly unusual and for sure a suspect disk.
Exit from the setup and see if what you have installed will run. Try removing and replacing the disk, see what happens. Make a complaint to the ebay seller, and please link us to the sale page, I'm sure some of us would like to see it. I for one would.
Alternatively, as you have bought what is supposedly a legit copy, I'd say you'd be well entitled to download it on a torrent, or someone here will pm you with a link to an iso, I'm aware that they do exist.
Normally, on this site, piracy is frowned on, but given your circumstance, and the fact that I am the boss around here, I say go for it.
I also take into account that as you can no longer buy this genre new, it is technically abandonware.
This site has seen many posts from users looking to obtain a legit disc, and only a few weeks ago there was a post on this very subject that ran quite a few pages, it escapes me now, perhaps someone can recall it and link to it here.
Regardless, I wish you luck with it, a most unusual problem that has as far as I know not been seen here before.

turned off the computer, I removed the disk and still I get the same result

Here's an update for you. Found this with a bit of research.
Copy the entire disc to a temporary folder. Then run the install from there, not from the disc. Set the folders to allow write permission if the files are set to read only.
Rename the file, it might be leeme.txt, to the filename being asked for by disc 2. Then point the installation to that renamed file when disc 2 is asked for.

Extract:
For those who are asked for CD 2 with the file LĂ©eme.txt during installation (the second letter of the file name may be different. It's the cause of the problem).
Copy this file to your hard drive and rename it the way the installation program calls it (for Russian Windows it was called L?eme.txt) then specify the file location for the program. After that the program will ask for another file for which you must specify the location) you install from. That should do the trick.

The problem now that the game is not working Shows a black screen
And thats it
im on win 7 And that was a sign in Hebrew, I had to replace it
still not working

Go to GP4 Central (see my sig) and get a copy of the game from there. It is already patched and ready to run.

You got to set the gp4.exe in the compatility mode windows xp and run the exe as administrator mate.

That is a normal win vista /7 problem with older games

you dont need that version from gp4 central.
But if you knew this before

Thank you all. I did what I was told here and actually got the game working
As usual in life once you've solved one problem, you discover a new problem
I installed some mods with zaztolls and all cars are white
