I can see where you're going, but I'm not sure it really works like that. Walkinshaw ran Arrows until 2002, but didn't managed to repeat the form of '97. Hungary was a combination of a few factors, but mainly the track being very well-suited to Bridgestones, and also Hill being on top form at a track where he always ran very well.
With regard to Schumacher/Ferrari and Prost/Senna, I think you might be confusing politics and team preferences with actual cheating.
