As Dave said, it even keeps the exact

Correction: If that was the sole purpose of this exercise, then 20-16-12-10-8-6-4-3-2-1 would have made more sense to be honest. But using that system, you could easily change 2nd to 15 points, which would emphasise a win, which would be 2nd best for Bernie in terms of making winning more important.
Also, on another point concerning the very good point Dave made concerning the 8 out of 20 cars getting points anyway - which is 40% of the participating grid - when it used to be points for up to 6th, it is worth remembering that normally only between 12 and 15 cars usually finished, which gave you a spread of 40% - at least - and 50% - at most - of cars finishing that got points. In the previous(top 8) scenario, you could always bargain for 16 to 20 cars to finish, which also gave you a ratio of 40% to 50% of finishers scoring.
So if it's 10 out of 26 with 22 to 26 finishers at most races, that will give you a 38% - 45% Spread, which is actually worse than it was in the past. So I feel this is nothing more than fair.
