How is it gonna be if an engine manufacture decides to enter F1 in 2008? They will have a new engine, so it won't be an advantage for them? While others will have an one year old engine?
My understanding is that its an homologation rule. So they must use the same crank, block and head (examples) but can still machine them how they like and do whatever else they want.
I may be well off though. A suitable FIA link would be helpful at this point.
