How to do a carset for GP3 ( step by step )

I would like to know if someone can explain me how to do a carset.

My concern is knowing how and formulas to find each of the values ​​for each team, racing driver, failure, power ...

I'd like to understand how to get these values ​​to make a carset that matches the real F1 season.
