Does anyone know if you can use Grand prix legends tracks in Grand Prix 3? Is there a conversion program?

If this is possible is fantastic, the best tracks I know are in the GPL, and many!

There's no conversion program. There's a program which makes the opposite (GP3 to GPL), so it may be possible to convert the layout. But I don't think any program will be able to make a ccline. Or even objects and scenery.
