GP3Edit 1.13 not working with Vista?

Hi I am using my parents PC and I have installed GP3 1.13 patch and everything yet GP3Edit does not work when I open the exe file it says the version of this file is not compatible with the version of windows your running check your pcs system info to see wether u need an x86 or x64 version of the program then contact the software publisher

Help?

You need to configure GP3 to Win98 version, but Vista is horrible... I hope you get it!!
