I am using 2000 season, no patches/edits/etc. I run w98 on P3 800, Riva TNT, 256mb RAM, and a Thrustmaster steering wheel.

I occassionally come across a glitch in the program, but I can't figure out what triggers it. When I start the game, the rev sound goes up in steps, rather than a smooth pitch increase, and this is accompanied by sluggish graphics and control response. This only happens occassionally, but isn't solved by a reboot. I have no screensavers on, or background programs running. Any ideas?

Maybe you should get the latest drivers for your tnt. Its quite an old card, could be the reason.
Try setting your sound to 'reduced channels' in game

I have replaced graphics card driver, no luck. Tried reduced channels, no luck. Tried reinstalling, no luck.

Any other ideas?

Buy a new graphics card, thats what Im doing. I have the same card as you and it's sh*t, so I'm getting a geforce or voodoo.

That might not be an option. So, not graphics, not sound...actually d/l new sound card drivers.

Also, try it in SW mode, does the same slow down occur? This tells you if its your gfx card or not

have you tried to reinstall DirectX? This simple action has often solved problems I had with GP3 and my life in general.
