I mean so that one can simulate an actual race line-up

If you mean can you set a fixed grid then yes you can.

Use gp3edit's grid predictor thing, fiddle around with driver skill numbers until you get the grid you want, then export to game and play!

ok, for gp3 2000

Download Carset Creator 3.20 (downloads/editors/utilities)

Then open it

press the 8th button along the top from the left.

then import data

change figures for driver skill

export and play!
