2003 Qualifying Rules

is there a ultility that enforces the 2003 qualifying rules in GP3? or does it have to be done by restricting laps and cars allowed through GPxPatch?

There's an .ini file in the gpx patch folder, which has the option of 'qualifying laps', set that to 3, and 'cars out' to 4.
