Two questions - frame rate & CC fuel

Hi,
I was unable to find the solution to two things that I would really love to do:
1) Does anybody know how to change the frame rate (FPS) inside the ch'ship saved game? I'm talking about hexedit and stuff... What to look for, what to change?
2) There was a way to patch the GP3 so that CC fuel is shown in the race, even if you haven't retired from the race. I can't remember which tool it was. Does anybody know how to do that?
