Get in touch with TomMK of GP4 Central. He organizes a HotLap championship for GP4. It works the same way IMO.

Yeah, that's the small issue of the series. Some people never come here and maybe some of them don't even exist.
However I'm not sure you're going the easiest way : hot lap is very time consumming, as a task board to check every lap time, but also as a driver to drive the best lap possible. Add to this that we all must have GP3-2000, that some people have a wheel but other a joystick and some other just a keyboard and you could quickly go into a big mess.
Not that I say it's a bad idea, but keep in mind that it will take more time than just playing the game and make nice videos (which takes some time yet).
