Do the file exist in gamedir?

- if yes, maybe use tool: "gp3_registry_js.zip" /get: here
- if no, maybe just create this file by your own with texteditor and fill in this:

Have you set gp3.exe compatibility mode to XP3 SP2/3?
Have you applied all patches? Download here.
Is your GP3 running original? What if anything have you modified?
In gpx, set verbosity to the highest level and re-post the new log.

The log looks the same. Are you sure the official patches have been applied?
Delete the f1system file and re-test.
If it still fails, delete the installation, run CCleaner and remove redundant registry entries, run once more. Re-install, run once with the cd in place and save settings on exit. Then apply the official patch and the no-cd. Test again.
If the patches are applied correctly, and the exe compatibility is set, it will run. Then you can apply gpx_patch.
If this fails, then create a partition on your HDD, install XP 32bit and use a boot manager to boot into XP on start up.
Install GP3 on XP. <-----Last resort.

Did you install the game or did you copy it from an other computer ?
In this case the registry keys are missing which will make the game not working properly.
In the other case, you have to install GP3 first, then 1.13 patch, and eventually the no-cd patch. Then you can install GPxPatch.
You should test the game after each installing step to be sure everything is working properly.
