if you use night tracks in gp4, there are night skies included . If i'm not wrong the sky bmp 's in gpx patch are only for gp3 and gp3 2k

you can change the weather in gpxpatch to realistic, user defined with percent of rain, or game standard and there for there is the sky prefix. And if you only want to have a cloudy sky without rain, you can fiddle a little bit with the rain percent settings in user defined. A good chance for a cloudy sky could be 25 -35%, but you have to try it out. And i think the settings belongs to the whole

i have no clue what happened with the tracks, but for me it would be much more interesting what happened with Atticus. He was at least online in october 2018 and since then there's nothing more to see from him. I hope he's well and he'll come back one day
