If it had been as simple as this we would have have had success ballast,driver swaps and grid reversals.I skimmed through the technical regulations to find the article 2.4 which said that the amendments to the regulations will be made in accordance with the Concorde agreement.Of course that doesn't say a lot but would probably mean that teams/manufacturers or whatever also get a say when itby Oleg - F1
