I'll explain it for you.

A smiley with a tongue sticking out usually indicates a joke or teasing in some way. It's also a substitute for LOL. Here's an example:

You suck!

You suck! LOL

As you can see, it is indeed a substitute for LOL. Also it here it indicates a joke or teasing in some way.

Some people use it far too much, which makes them lose their credibility. Some people don't use them enough, which confuses you: do they mean it or not? Some people are offended because sticking out your tongue to someone is very impolite!

Tongue sticky out fella is dead. Or I'm an idiot, but seeing how I'm so 1337 like that he has to be dead. I thought this place used to have a smiley for that. Though... is one of the better ones on any forum.
