I suspect it's more to do with not wanting the notes to be valid when the Zimbabwean economy actually has an upturn. Otherwise, people could just stash them away for a few years and become uber-rich a few years down the line.

I think it's valid till 31-12 because the Zimbabwean bank will chop off ten zeros. They will probably do that around that time then.
