I didn't initally see the problem.

In a department store you'll find a 'Mens' section and a 'Womens' section, without apostrophes... dunno why, maybe as Dan said it'd look odd. Dr. Shoe is just following trade custom.

As Paco said - grammatically it's wrong. It should be MEN'S and WOMEN'S, unless there is a rule that says you can leave out apostrophes in headlines or when using capitals.

Wikipedia says about th emissing apostrophe

Joyce removed the apostrophe in the title to assert an active process in which a multiplicity of "Finnegans," that is, all of us, wake, that is, arise after falling.

Sounds very Joyce-resque to me. ;)
