Found this after stumbling across the 'Ask Geoff' thread. He might not like to do interviews, but this is quite a good read - the subject of GP4 modding, forums, and comments about the GP series engine running 'on rails' are all mentioned ;)

Wonder what he's up to now ?

Just an open wheel racer with modern physics and updated graphics which is modable would make me a happy bunny for years.

It’s always nice for me to understand any of the man’s philosophy, as I am completely addicted to Grand Prix 4. I drove in-game for six seasons in a row full length Grand Prix. If the physics were not so realistic, I would not have bothered. Now I have a new hobby that I am even more interested in.

A very distinguished gentleman. My inherent modesty appreciates the fact that he was discreet enough not to mention me.

I think that 'Grand Prix 5 still feels like an unfinished business.' will continue to get hold of some area in the brains of the GP series fans until it will be done - whether it will be in 5 years, or 20 years. Or never.
