On my shots where I try and get the shot like Lee's ^^^

When I select the area I would like to blur alot, I make a layer of that. Then, I apply the motion blur to that part of the pic. But I can still see some of the background clearly. You can see what I mean in my next pic.

Its dragging the other part of the pic over the blur How can I get round this? Lee doesn't have this problem
