Do you mean include it in a pack to import with TSM?
This is what I do ( maybe there's a better solution )
first step:
create a file with notepad called settings.ini
inside the file include this information of the track
- example:

Event=Argentina Grand Prix
Wad=buenosaires1979.wad
Dat=buenosaires1979.DAT

Use just Laps, Name, Year, Country, Event, Wad and Dat Fields.
important "wad" and "dat" need to be exactly equal to the name of the two files of the track ok?
2) put the "settings.ini" file on the same directory of the track *.wad and *.dat files.
for example: if track is Argentina create a temporary folder like temp/argentina and put on this directory the settings.ini, *.wad and *.dat files of the track
3) install any track pack of the season you want to include the new track.
4) change the track pack *.ini file ( it's located on the GP4/tracks directory )
On the 1991 track pack after you install it using TSM you will find file named "1991.ini".
Open this file and include the settings.ini that you created on the position you want it to be on GP4
- example:
I want to include the argentina track on position 1

Save the change to 1991_v2.ini
5) copy the "argentina" folder from the temp directory you created to the GP4\tracks
6) use TSM to install the tracks ( you will see now the profile 1991_v2 with the argentina track on position 1
