Unicode issue？

i met a weird error last year since i started to use tsm. even mod makers like carl said he can't make it.
then i found some strange word like饊. then i found it might be a unicode issue?
well i don't know much about it.
the tsm tried to send some email to zaz automatically but what it sent was full of strange word like 饊
well it was really tough.
up to now,i still can't solve the issue
