You go into the gpxpdata folder and open gpxsat with notepad

Then you search for [Digital2004]

Below that, there should be written Scaling=0 or 1
if it's 0, change it to 1. If that line does not exist, just write Scaling=1 yourself, then save it

I had the same problem, and that fixed it for me. But I don't use CSM so I don't know how it works for mods
