To edit these files you need to download cmagic4_102.exe
After installing you can point the program to the GP4.exe.
After opening the program, you will select the option "create Magic data from GP4.exe" you need to insert the number of the track you want to edit (ie: 1 if you want to edit Melbourne), then a file called magic4_XX.md3 (XX will be the number of the track you inserted) will be created.
By default, these file will be located in the same path you installed cmagic4.exe.
You can open this file with a notepad. It will look like this:

What you will need to change is values in the atributes 'XX;1st'. Those values are the gear ratio from 1st gear. Probably those values are currently set to a low value, like 21-23. Set those values to something closer to the value of the values set in the atribute 'XX;2nd'.
So if the values set in the atributes XX;2nd are 28, you need to set values for XX;1st to something like 25.
Save the file. After that open C4magic.exe again.
Fill the 1st text box with the full path of the DAT file of the track you edited. For instance, if you changed Melbourne, it is S1CT01.DAT file.
In the second text box, fill with the full path of the magic4_XX.md3 you changed.
Click in the option insert data.
After that, try to race again.
