I use paint Ricardo, use the select tool after go on fill and fill the selected area with black,hope this helps

Thanks Alessio , this is what I'm doing with the photoshop , thought there would have another easiest way

Please how to get the effect in the second image below ( on the rubber itself , not on the sidewall of the tyre ) with photoshop or GIMP 2 ?

I would just select the part you want to blur,copy and paste it in a new photoshop page,then blur it and select it,copy and paste the blur part back in your original image,the one where you started from
Is long to write but takes 2 minutes to do it mate,let me know if you need any more help

SOLVED

Thanks Alessio , but I don't want radial blur effect . I already got that in the sidewall of the tyres . I need actually the speed motion effect I guess , I will try to find out .
