Can you Run "11 cars" as a full grid?

I don't understand about "a complete team" as you mentioned.
Is this mean 2cars+pitcrews+driver/team menu+wad file+etc ?

I'd like to dig this thread out... Using the MOD 1994, I'm limited to only 11 teams on track even though there are like 13. How can we use them all on track?
