Hello, is there a way I can make it only so that you need to stop for tires and not fuel? Mods and links would be appreciated

Yes. Only start the race with a full tank.

If it's only for your car, then it's like Juliano says. If you want it for all AI cars, then you need to tweak the pitstop strategy for the cars/teams and maybe the fuel consumption in the Magic Data of all tracks. The problem with that: I don't think you can avoid cars being re-fueled when pitting, only with a 0 pit stop strategy. Try putting the fuel consumption very low so maybe the pitcrew will not refuel, but I doubt.
I think since 2014 no re-fuelling is allowed in the real F1. GP4Tweaker has implemented the 2003 rules, it would be nice to also implement this one, but it's very hard I think.
