Soy nuevo nuevo, no entiendo nada de nada, puede alguien explicarme como funciona esto ? Cosa muy importante donde consigo los reglamentos ?

fairly simple.
Find a free seat, then contact the team boss by PM (click on the username in the brackets to start a PM), saying you wish to join his team (as a tester, you will not get a race seat in the first year, as 1) there are never open seats, and even if there is a free seat the testers in the team are promoted first, and 2) You start with values that are way too low for a race driver)
There appears to be no free seat at this point, but I for one know there is a free seat at Snake Motorsports.
