RAMDOM SEED PARA CHUVA(Ramdom SEED for rain)

Anyone know how to set up a race that starts with rain and after a few laps the track dried, the percentage of rain to start and 60%, will be defined as the RAMDOM SEED, that the track start to dry??

Alguem sabe como configurar uma corrida que inicia com chuva e depois de algumas voltas a pista seca, a porcentagem de chuva para o inicio e de 60%, como sera definido o RAMDOM SEED, para que a pista começe a secar????
