Helmet painting - help needed!

I'm trying to paint Vettel's Spa helmet. I've got the basic design done, but I don't know how to get that "scratchy" texture / pattern (see link). At the moment I just have the flat colour. Can someone who knows about Photoshop / image editing help me get this same pattern?

I'd probably spray the basic 'scratches' with the spray can and a lighter blue and then blur it into the darker blue so that the edges become invisible. But that's indeed a tricky one to paint.

I decided to start it again using a vector-based format, it seems to be easier to make them that way. It's all new to me though so it's slow going. I'll release it eventually though.

I didn't really get far with that scratchy paint job so I might just not bother. Someone else with more skill can have a go!
