How to save CSM.ini

I want to edit the file in a mod, Fictional Grand Prix to be exact. I am currently unable to save it as I 'do not have permission'. Yes I am the administrator so what it going on? I am changing to points (I know I can do that in Rewards 1.6) and the damage to 200 as you can not use GP4 Tweaker in CSM.

Could you save it under a different name and then change back to the original file name?
