Hello. Major of modelers uses 3ds Max, I don't have 3ds Max. :(

Which Google Sketchup, he can create objects for GP4 tracks.

I use this tool.

Why building tool is best? 3ds Max or SketchUp? ;)

(SketchUp Pro only exports 3ds files)

The important thing is not what tool you use but what you do with it.
If you're comfortable with sketchup, go with it.
Track buildings usualy have very geometric shapes and sketchup is perfect for such objects so it might be fine for them.
On the opposite, Max will be better for cars which have high complexity hulls.
