could someone please ell me how to turn an rar file into a tex file, because I dunno how to do it and i want to use the new 2003 arrows

yep.
go here: [www.rarlab.com]
and download WinRar.
it packs and compresses files (like .zip), so you need to unpack and uncompress them with this WInRar thing.
