Average AI Performance

In CSM how does the Average Performance editor work? For example what is the difference between BHP Qualifying and Qualifying performance? I want to be competitive with other top teams if i drive a top team car and i want to compete with lower teams if i drive for a lower team. Anyone also have any ideas about how i can find the perfect level?
