High res Textures to Mid or Low res

Hello guys, this is my first post in this forum and i have a question: is there a way to downsample a texture??? I know TexRisizer have a option to do that but i'm not sure if it turn a high res texture to a mid res ou low res texture!!!!

I'm sure TexRisizer can save it as a smaller size. CSM comes with SlimTex which can do it to
