Yes it can.
Open a tga with IE/Netscape then copy/paste to clipboard into MS Paint. :)

But Photoshop is much expensive. As alternative use Paintshop instead. For just editing .tga it sufficient.

Nope, Paint Shop Pro 7 is downloadable from their site [www.jasc.com] its an evaluation copy, but I've had mine for 70 days, its supposed to stop working after 30 days...so its all good.

or put your clock forward a couple of years ..install the program ..then put your clock back to normal...it only expires 30 days from when you installed it....
