9.6 patch and decrpted gp4.exe issues

I have just installed the 9.6 patch and then the decrypted gp4.exe. When I goto run the game it asks me to install directx 8.1 which I have done and have a newer version installed. As a result I can't play the game. Anyone have any idea on what might cause this to happen and a possible fix for it?
