Pit lane limiter

Is there any way that this can be edited, because when coming in for a pit stop it cost`s you loads of TIME, the dam thing is on the limiter as soon as you enter pit road, never mind the actual pit lane. I`ve got GP4 Tweaker and that does seem to allow a faster pit lane speed limit but only in Free Practice, why not in the race?
