How to make a Team Radio?

Now, i'm not explainde well.
Not how to install the team radio.
What program to create the team radio! What i have to do to cut the audio file for create a team radio?
I hope this time i am explained better

If you mean you'd like to edit audio files there are some softwares out there like audacity or adobe audition Also, if you've got a microphone you may record your own audio files with your voice
