There is a guideline for it - which is if there is moving car on the pitlane road that is 50m behind (I think, someone correct me) your pitbox, you are not allowed to release the car in the box.
For Red Bull and McLaren, that was impossible to do. If you look at a replay of the incident (from Vettel's camera), you'd see that the release time for each driver was about a split-second apart - and that Vettel was not actually on the pitlane road (he was pretty much still in his box).
From what I can see, Hamilton had wheelspin coming out of his box - had that not occured, I doubt we'd be having this discussion at all
