It's a Larrousse, it's at Adelaide, and yes, there is a driver.

Edit: I'm guessing 1994, as I remember them having yellow and blue livery in the previous years, and in 1994 they would stick the name of anyone with money on their car, so went through a few subtly different liveries. As for the driver... it was a revolving door towards the end of the 1994... it could have been anyone.

They had the Kronenbourg one too - the red and white quarters on it.



The green livery advertised Tourtel, a brand of non-alcoholic beer. Something to do with French advertising laws...I dunno.
