Uh, no, Monty, I don't think it would be nice. I think it's a terrible idea.
I really wish Ferrari would drop this bollocks about the new teams not being up to standard. It is important to have teams within a range of performances or you would have a sort of generic, self styled formula where all the field is covered by a couple of seconds.
Tell you what, Uganda, Bhutan and Togo don't really have the resources to keep up with the likes of US and China in terms of economics and they don't hold any cultural significance at all so let's replace them with American-funded enclave-states. Now THAT would be cool.
