From autosport.com:

The new Phoenix grand prix team has arrived in Kuala Lumpur in time to make an audacious bid to enter the Malaysian Grand Prix.

The team has two Prost AP04 chassis, which it intends to fit with TWR V10 engines. Former Prost and Minardi driver Gaston Mazzacane yesterday (Monday) confirmed that he has a contract to drive for the team, and it is believed that another former Minardi man Tarso Marques will drive the second car. Tomas Enge, who was tipped for the drive, is racing this weekend in the Sebring 12 Hours.

No details have been released on what tyres the team will use, although Bridgestone have reportedly said that they would be happy to supply another team.

Whether the team will be allowed participate in Friday's Free Practice is doubtful. Formula 1 supremo Bernie Ecclestone previously said the consortium that purchased the assets of the Prost team have no entitlement to race this year, while the chassis may have to crash-tested if any significant modifications have been made since they raced in the Japanese GP.

But, from f1-live.com:

[....]

However, as expected by many, their audacious bid was dashed by the world motorsport's governing body within hours of their arrival. The FIA explained that because the court overseeing the winding up of Prost Grand Prix had not transferred the team's entry into this season's championship, Phoenix simply could not take part in the Malaysian Grand Prix, not even on a provisional basis.

"The court has not transferred Prost Grand Prix itself nor made any attempt to transfer the Prost Grand Prix entry in the 2002 Formula One World Championship, either to Phoenix Finance Limited or to Mr. Nickerson," the statement said. "The FIA has therefore informed Phoenix and Mr. Nickerson that they are not entered in the 2002 FIA Formula One World Championship and that it cannot allow them to participate in Malaysia, even on a provisional basis."

even if they did enter this years championship, with mazzacane and marques as drivers they wouldnt even qualify so you wouldnt have the problem with 12 teams

What an excellent quote Vader;-) I'll pay that one! I reckon Paul Stoddard would be very happy with the FIA decision, if Phoenix got the go-ahead each team would then be devalued by around US30 million. Phoenix' attempt to get on the grid without paying the required 45 million bond-entry is outrageous and unfair to the other teams. They will have to pay-up if they wish to enter the 2003 season.
