Je n'ai pas la réponse à tout mais je peux t'aider sur certains points. D'abord il te faut GPxPatch pour "modder" le jeux, cela te permettra d'ajouter des circuits, des voitures, des sons, etc...

Il y a sur le forum une section Downloads où tu trouveras pleins d'add-on dont peut-être le volant dont tu parles et aussi les circuits de Belini. Tu y accèdes en passant ta souris au dessus de "Sauter vers le forum..." en haut à droite de la page.

Pour mettre le jeux en français il y a une option dans les réglages du menu. Je ne suis pas sur le bon PC aujourd'hui mais si tu ne trouves pas je te dirais demain.

Where can we found the steering wheel by elio2012 shown in the link ?
Can we change sounds in game ?

And basically my answers :
I don't have all the answers. you first need to have GPxPatch to enhance the game with new cars, tracks, graphics, etc...
You can find in the download section a lot of add on with maybe the steering wheel and also Belini tracks

You can change the language in game somewhere in the menu setup pages but can't remember exactly where, will check tomorrow if you don't find it by yourself
