Yes and no....
The generally accepted way is to install GP3 1.13, because it fixes loads of bugs, and the No-CD is needed for several utils, plus after you install the patch, you can't actually run the game without it. Go figure.
You can load the track within GPxPatch, check the documentation to figure out exactly, but it's within the tab GPxTrack, and then click the "Run GPx" to start GP3.
Your life will be much better for it. You may think it's simpler doing it your way, but honestly, it isn't.
EDIT: The early way to run custom tracks involved copying the .dat file to "circuits" and renaming to F1ctxx.dat where xx is the number / slot of the track you want to replace. If you're seeing Argentina it'll be 03.
