belini gp4 to gp32k barcelona 1999 - 2005 released

all relevant changes to 2005 version, only 2001 version will work with gp3
(gp3 magic data needed)

PACKER ALERT
been meaning to mention this for ages but kept forgetting :(
for those who use default setups (gp32k only), you'll need packers driving
any car with over 880bhp, wet setup doesn't need to be changed.

I've found a way to do this so here's the instructions:

1. enable gpxlap
2. enter the select car setup menu
3. enable user defined setup
4. enter the setup editor
5. change packers to 19 front - 39 rear

important, don't make changes to any other value or you'll screw thing up

6. save car setup
7. hit ok back to the select car setup menu
8. enable track dependant defaut setup
9. return to cockpit

press shift/L in cockpit view to enable gpxlap pit setup menu, you can scroll
through the settings using the \ and shift \ keys. you will see that all the
wing settings are set to 15, don't change anything, keep scrolling and you
should find that the packers have been enabled.

you can now use the car setup you saved to quickly enable packers for any
default setup, 19 front/39 rear should be ok for all tracks and can be tweeked
using the gpxpatch pit setup menu, just follow these steps:

1. enter the select car setup menu
2. enable user defined setup
3. load car setup
4. enable track dependant defaut setup
9. return to cockpit
