The general consensus (amongst various F1 journos) is that "Multi 21" is code for "hold position, protect engines and tyres". Pretty much identical to what Ferrari used to do after the final stops.

Dunno about multi, but I do beleave 21 means finishing order (Webber drives car #2 and Vettel #1).

Tweets say.. Multi21 is an engine setting to cut down power.. Humm.. And Webber did that at turn 3..

Vettel at that point was sipping Redbull got energy and Released "KERS" lol..

if you saw the Christian Horner interview on the F1 Channel, he explains it. IWE is correct, multi 21 means car 2 finishes in front of car 1, and they also have multi 12, car 1 is supposed to finish in front of car 2. simple.

therefore Seb has no reason to say he didn't understand or didn't know what he was supposed to do. he deliberately chose to go against team orders and fight for the win. so he should just admit it.
