if the manual says it will only work in NTSC then set the xbox to ntsc.

load up the system event log, filter on events 1 and 42 (put 1,42 in the event id filter). power-troubleshooter will tell you why the system woke up, kernal-power will tell you why it slept
this should tell us if it is actually going to sleep, and why it thinks it should go to sleep
