As for using 7th on a corner I can only think of flat out on Eau Rouge You can set the gear ratios yourself in the setup options as I'm sure you know so if you shorten 6th gear you will get 7th earlier if that makes sense ;-/ Morbid is the expert on this if I remember rightly but he's not here all that often but you might get luckyby mortal - Grand Prix 4

Are the drivers whql certified? not that it really matters all that much but you never know, if the only thing you haven't tried is earlier drivers I would do so. Turn them off in in the ingame the graphics menu first make sure that the first line in the f1graphics.cfg file is set to 0, start gp4 and open the graphics menu, disable sky messages. You can always reset the first line in the f1config.cfg file to 1 so it will be used by gp4 later but the sky messages will remain disabled. As far as i know this should do the trick for you. My TVout resolution is 800 x 600, at least that is what the TVtool software is telling me, but the ingame graphics menus for gp3 and f1_2002 and gpl show a resolution of 1280 x 768 32bit, gp4 is showing as 640 x 480 x 16bit. I pay AU$25 for 56k which rarely ever get's there due to the crap phone lines and poor quality equipment at the local exchange. A 1GB data cap, pay by the mb after that, unlimited hours but the server is a juror which boots you off after 4 hours which forces you to use a download manager.
