I think DEP means you need to have administrator rights with GP4 and tools, and with modern OS you don't have them, so you need to set these rights in the exe (like this : right-click on the exe > Properties > Compatibility > Run as administrator) On an other note, did you test your game before installing GPxPatch and did it work ?
